No toothpaste can clean tartar off teeth. Tartar is calcified bacterial plaque and has a very hard, crusty consistency and is impossible to brush off. If you have tartar, you need to see a dentist or hygienist and have them scrape it off for you.
What you can do is prevent tartar from building up. It takes 12 hours for the soft white sticky bacterial plaque to turn into crusty tartar, so if you brush and floss thoroughly before the 12 hours elapse, you should not get much tartar buildup.
