Is it fair that a dentist can kill a perfectly healthy root on a tooth and then charge you to put a bridge in?

the tooth is fine i was having a replacement filling in my baby tooth ( iam 21!) the 'new' dentist refused to put a white filling which i already had for a silver one as soon as she put it in i felt pain and on and off for the last year i have been on tablets to stop an abess which comes every few months.....is it too late to complain and if not who do i ask about it...also the dentist has 'lost' my previouis xrays to prove it was fine

yes cause if the dentist don't do any thing after a few months you should charge for all your tooth and put a bridge it.!
