Yes it does, but since it's an abrasive, most dentists don't reccommend using it EVERY day- it wears off your enamel. I'd say once or twice a week would be sufficient, as long as you have a regular brushing routine.
I've found the best way is to put the toothpaste on the brush, then dab it in some baking soda (that way you're not getting that completely nasty baking soda flavor). Or, you can use that arm & hammer baking soda toothpaste.

I have personally tried it because of curiosity. I wanted to know if baking soda actually works and it does. Some people put baking soda sprinkled on top of their toothpaste and other people (myself included) just brush with the baking powder only. It really does whiten. You can see a difference after just 2 weeks.
