This looks like tartar build up on your lower teeth, it can be easily cleaned by a dentist or a hygienist.
It's the most common place in the mouth for such build up, as the sublingual salivary gland duct opens right in front of these teeth causing this heavy calcium and calculus build up.
Schedule with your dentist for evaluation and cleaning, nothing to worry about really.
Regular brushing and mouth wash will not remove such build up, the dentist needs to use some instrument to scrape it off, and procedure should be pain free.
Well you should go visit your dentist! He will tell you what you have and then actually treat you for it.
You would be best talking to your dentist - that way they can tell what the problem is and suggest a way that will correct it.
EDIT: Athough do you brush behind your teeth properly ? and have to had fillings behind them ? (all the coloured ones?)
