Cause they swallow it and stick it places or spit it out on the ground.
I started chewing gum when i was about 8, but I'm 14 now and don't like giving it to my 10 year old brother because I'm certain he'll swallow it and choke. Kids are capable of chewing gum, but older people see that being young, they are more likely to swallow it.
they can chew the sugarfree gum i think those are fine.
