A general anaesthetic renders you unconscious to the point that your airway needs protecting which is why a small, breathing tube is inserted.
With sedation you are drowsy but still aware of everything that is going off, can hear voices etc but you just don't give a damn because you are too chilled to care! Sedation is a far safer option for dental work.
