Why does the orthodontist not put elastics on certain teeth?!

Simple. Because he/she doesn't want those teeth to move in a way that elastics would get them to move.

Sometimes the tooth is out of alignment so far that it is necessary to use tied wires instead of elastics.
Early in the treatment more wire ties are used than elastics.
