Yes, most countries have procedures whereby a dentist can apply to the office that oversees the practice of dentistry in a given country and secure a permit through that office. Some countries have different requirements the dentist must meet to get the permit so contacting the office in advance of going to the country is what needs to be done in case the requirements are time consuming or to restrictive to comply with.
One of the dentists here offers free service over seas for poor countries.
