I know you don't want toothpaste, but really, I am the most impressed with Crest Vivid White and Crest Vivid White Night toothpastes. The gels and strips, etc. didn't really do anything for me.

Get a bottle of hydrogen peroxide and some baking soda. Gargle with a little of the hydrogen peroxide and then dip your toothbrush in the baking soda and brush twice a day.
You'll have a whiter, brighter smile in no time!

Make a paste out of baking soda and hydrogen peroxide. Very cheap. Very effective.
I recommend brushing with an electric toothbrush.
Ahhhh OK, and once I have provided you with that wonderful piece of information, I have 40 acres of Florida swamp land for sale that you can build a great stable home on...Check or cash, I'm not choosy, send either one......Oh Yes, a "cheap" yet "Effective" over the counter tooth whitening product....you know what, the Abominable Snow Man uses such a product...and he has yet to tell anyone what it is or how much it cost....I'm thinking neither actually exists...and I would be right. Drug store tooth whitening products are limited in the job they do and all are in my estimation to expensive. Just buy the cheapest one on the counter and you will have achieved your goal as best you can.....and that goes for toothpaste as well....good luck =, I wish you well.
