I've never heard of fluoride 'dumbing you down' but it is good for you teeth. It protects them from some cavities. Unless you drink filtered water here in the U.S. you are drinking fluoride in your water.
There are a couple of places in the UK that get fluoridated water. I think Birmingham is one of them. I don't think anywhere in Scotland is fluoridated. Not too surprising hha.
