I'm not sure about meth's creation, but alcohol was created by accident, and it wasn't "designed" to do anything. They accidentally fermented something, found out it tasted pretty good and it made them feel good and decided to make more.
Ecstasy was actually designed to be used in couples therapy. It was supposed to help the couples feel closer to each other. I don't remember why it was discontinued, but then someone decided to start creating it outside the medical field and that's when it became a problem.
