Dental charge?!

Dental charge?

I went to the dentist recently ( my first visit in 4 years) to get a couple of fillings and a good cleanup. After he gave me the fillings he told me the NHS wouldn't pay to remove the nicotine stains ( I am an ex smoker ) and he said he could only give me a light cleanup or else pay £35.00 for a proper one. I am on incapacity benefit an cannot afford this. Is there a dentist out there, or someone in the know who can tell me if this is proper practice.
