Wow, I could not find any history on this, but I would have to guess that it was around the same time that they started fluorinating our drinking systems by the early to mid 1900's. The supplement was intended for those who were not in fluorinated areas. It seems like the supplement should not be taken if the person is already in a fluoridated area (and drinking the water) as excessive fluoride seems to related to calcium retention or leakage issues.
