You can, although it is unnecessary. Animals have different saliva and much healthier diets than humans. They are able to fight off the harmful bacteria that cause decay much easier than humans.

Be careful doing so, do NOT use any sort of toothpaste used for humans. They contain chemicals that can be deadly to animals. Don't get bit! Good luck

Cats, like dogs, should get their teeth cleaned by a vet every 2-3 years to keep them strong and make sure there is no breakage or other painful issues. You can brush them in-between, but it isn't necessary. Most pet stores carry pet brushes that slip over your finger and come with a flavored paste. If your cat hates it, don't bother, it's not worth the injury otherwise.
