Answers:
White marks on the edges of teeth is usually caused by dental fluorosis, meaning that when you were a child and your permanent teeth were developing you consumed more than enough fluoride!. The reason you noticed the marks when you woke up is due to the fact that they are more visible when your teeth are dehydrated (like from when you sleep with your mouth open) if you try to use crest white strips, you will also notice them because peroxide is drying to the teeth!.

Anyway, your dad is talking about enamel demineralization!. This occurs when you do not remove the bacteria from your teeth efficiently and then when you eat, an acid is produced and dissolves your enamel!. It is an early sign of decay, however if you do an adequate job brushing your teeth after these have developed, it is likely that these areas will just stay white and not turn into decay!. Also, these demineralized areas usually occur around the bracket towards the gum tissue!.

Both of the "Stains" that I mentioned above are permanent! However, depending on the severity, you can have your teeth whitened to make them less noticeable because your teeth will be whiter and closer in color to the stains!.
