Fluoride is supposed to help anti-cavity!. So why don't all mouth washes have fluoride!?

Better to have fluoride!.
Different purposes for different mouthwashes!. Listerine e!.g!. is trying to kill bacteria (which cause bad breath) with alcohol!. The purpose is to prevent bad breath, not to prevent caries!. The same question could be asked as to why not all cities fluoridate their water (it comes down to some people not wanting it)!.
