Top teeth touch bottom lip?!?!

Hi, im 16 and my top teeth touch my gum and it is very irritating. It gives me ulcers and can be sore. Ive had braces and still have v. Prominent front teeth. I also have a receding chin which is quite annoyin. Ive talked to my mum about it but she never takes things seriously and even made a load of **** saying that it only hurts cos itss winter blah blah blah.. What do u think i should do?? Im currently wearing retainers so when im coming back to the orthodontist im going to say but im pretty sure there gona say they cant do anything cos i asked the ortho if they cud fix prominent teeth completely but they said they ***** cos the balance wudnt b right
