Your nerves meet at the TMJ (at the ear) and this could cause referral pain to go into the lower teeth. So the answer is yes.
Regarding the Cough...if you are clenching your teeth and not realizing it..that could cause your teeth to ache. Or if your teeth happen to bang together during a hard cough, and that could happen, then that could cause your teeth to hurt.
I suggest you take 2 extra strength Tylenol or 2 Ibuprofen (whichever your prefer) to help with the discomfort. If after a week you are not feeling remarkably better, I would suggest seeing your physician to make sure it has not gone into your lungs and you have bronchitis or a bad sinus infection and may need a antibiotic. If you want you can try for temporary relief some Oragel with Benzocaine to rub on your teeth. The benzocaine is a anesthetic and it with give you some temporary relief.

sometimes a toothache, such as a cracked tooth can cause illness. I don't know how old you are, but could you be teething (wisdom teeth) I know when I teethed I became sick, and my teeth hurt.
Your teeth should not be an issue here. Coughing would effect your lungs and the muscles of your rib cage, back, and diaphragm.
