When you initially go to the dentist, it's basically a "check up" as if you're going to your family doctor/physician. If there is something wrong that goes beyond a check up, the dentist will tell you to come back when the "condition" if they find one, is treatable.
Let's say you go for a cleaning and x-rays and they find that you have to have a root canal done or you have to have a tooth removed. First, they need to order more supplies and tools/medicines to assist with this work - assuming they're not going to send you to an oral surgeon for your follow up-work.
Some dentists, if you've been a long time patient - will do the work right away if it's an emergency and they're office is equipped with what they need to perform the procedure.
However, it's like telling a doctor to perform surgery without scheduling for an anesthesiologist to be there to put you to sleep - sometimes it's not as easy as getting in there and doing the oral work. Time needs to be made for that procedure and I'm sure dentists need to plan for whatever work they will be doing when they've asked you to come back.

Oh, and if that doesn't convince you, they might just want more money from you/your insurance company - that's 90 % of the reason why they always want you to come back, so they get more money for doing the same work they could have been prepared to do when you showed up before :-)

Because before anything can be done, a diagnosis and road map or treatment plan must be established and that means gathering information about the condition of your teeth and finding out what needs to be done to get you back to optimal dental health. That means x-rays and a cleaning to get any crud off your teeth so that your teeth can be examined without anything like calculus (aka tartar) covering them up. Dentists are no longer tooth mechanics but are concerned about your overall health, not just what is in your mouth. The only exception is if there is an emergency involved.

Probably a coupe reasons one is the have a schedule, and they don't know how much work needs done when you first go in so they may not have enough time before their next appointment. Second it's all about money, and the more times they can grt you to come in the more they make.

because thats important part of pre treatment regime...
u c, we clean cos we dont want the infection from there to spread to other region....
