the dentist will have to do it and carve it its hard but its possible
If you are an adult then your teeth are the length they will remain until they fall out in later years like 70. Your dentist can shape them to look.like fangs.
You can't do much to 'grow' your teeth...but filing them to look like that of a dog is commonplace.
Why would you even think about wanting to look so ridiculous ?
