can a dentist hold credit indefinitely without informing patient?!

Question: Can a dentist hold credit indefinitely without informing patient?
I work for a dentist who had over $50,000 in credits that he has not refunded or even informed the patients of. Is this legal? Ethical?

Ethically, no. Legality depends on the law of your state. Sounds kinda shady.
