Not necessarily.
A gum infection can cause toothache and can be resolved using Cordasyl mouthwash (you can get it over a pharmacy counter or from the dentist) - you have to use it as directed and it tastes horrible, but it has worked for me in the past.
Or sensitivity can cause toothache - try ibuprofen or paracetamol and it might go away.
If it persists, go to the dentist - a filling might be needed.
It could be sensitivity to hot / cold. Teeth also refer pain - eg, a headache can give you a tooth ache.

It could be a cavity. But then it could be that the tooth is sensative.
