My baby tooth will not come out?!

One of my canine teeth is a baby tooth,and it will not come out,it's not even loose,ordinarily,this wouldn't bother me,but i lost my other baby canine tooth about 2 years ago,and the one that is stuck right now has an adult tooth behind it.Trying to come through,and it hurts.Really bad.The tooth numbing stuff,does not work,and i can't take painkillers because of my other meds.so what do i do?do not tell me to see a dentist.Has anyone ever had this happened to them?
