What doctor do I go to, to fix under my top lip?!

When i was younger I hit my lip and now this tiny problem is starting to bother me.
It's like extra squishy part (ha dont know what its called), say if i pull my top lip up, right near where the lip connects to the teeth in there, theres extra squishy thing. so when i smile you can just see it..
hopefully this makes sense, how do i get this extra bit cut off ?
who do i see?
