Yes, but where you should report depends on the nature of the problem.

If you think that the doctor or dentist made a clinical error (for example, that he failed to read or pay attention to a lab report), you can -- and should -- report the doctor to the state medical board, or for a dentist, to the dental board. Doctors and dentists are required to maintain high professional standards, whether or not they are charging a fee.

But those are for medical and dental errors. If you were just treated badly as a patient, you should follow up with whoever funds the clinic. That might be a charity or it might be a government agency.
