IF BY UPPER YOU MEAN A DENTURE, THIS IS BY A VACUUM OF PLASTIC AGAINST PALATAL TISSUE.
IF YOU MEAN HOW DOES THE LOWER JAW HELD IN PLACE AGAINST THE UPPER JAW?
IT'S BY MUSCLES AND LIGAMENTS.
IF YOU MEAN HOW DOES IT MOVE, THEN IT'S MUSCLES AND THE TMJ JOINTS ON EITHER SIDE.

The lower jaw is hinged to the skull via a complex structure of muscles and ligaments called the temporomandibular joint. The condyles are seated in a fossa and is held in place by all these ligaments and muscles. The knobby thing you feel in front of the ear is the head of the condyle.

By cartilage. Technically the jaw is a hinge-type joint.
