You need to go back to that dentist or find a new one. Something is obviously wrong. The fit is bad, your body is reacting to the bridge, you are not cleaning your mouth correctly, there is an infection, etc; just to name a few possibilities. Three weeks seems like a long time to wait for a permanent bridge.
If the pain is truly excruciating you might also consider an emergency room visit.
