hi there,
first your question is not clear, she has lost her upper denture? means she is wearing both upper and lower dentures? If so means how long she is wearing.
Any way, as some of the answers i read, implants may be the best choice for replacing the lost natural teeth, but it will succeed only if everything is fine. your mother is having mild diabetic and severe arthritis, generally for a full arch implant supported dentures it ll take more than 10-15 appointments and around 6 months to one year. Is she really motivated.
Another issue is generally lower denture needs implant support, usually upper denture has good retention.
Please consider these factors before you take your mother to " so called implant hospitals" in chennai. Its better to go for a new set of complete dentures. Good luck.

Professional dentist and implantologist.

Implants are the best replacements for natural teeth (provided they are indicated for the case). They porvided superior esthetics, comfort, chewing efficiency, better speech and best retention of the denture. You can either opt for a full fixed denture or an implant supported removable denture (more economical, comparitively).

Diabetic individuals also can go in for implant therapy with similar prognosis as that of a non diabetic, provided the blood sugar levels are well controlled.

Concerning your question on implant centre's in chennai, there are many well renouned clinics performing implants in chennai. I would not like to promote anyone, just google and you should get a big list of such clinics.

am a dentist

depending on dentist, uppers usually only implanted when rest of natural teeth removed due whatever circumstance
not too many if any venture into a latter day implant,
its almost unheard of from what i'd seen
see many hospital zones on map included
