To start off my mother is a diabetic as well and has her blood sugar under control too. With having cotton mouth, I remember my mother telling me that due to her medications it could make her really dehydrated and while chugging down gallons of water it still didn't really help.

You said you drink "alot" of water correct? How much is a lot?
Sometimes (not saying in your case) people think they drink a ton of water when in reality they don't get enough. Another thing I notice about people drinking water is that they do drink plenty but in great amounts. Putting so much water in the body causes that bloating feeling which in end doesn't absorb as fast. I would advise drinking 6-8 ounces of water ever half hour to an hour so that it absorbs better. I know this is easier said than done but this helps much better than having a sit down session with a gallon and feeling miserable in the end. If it helps just keep a bottle with you and take little sips as well.

Also, does your nose get clogged up often? I have this problem myself where when I go to sleep at night, I have to breath out my mouth and not through my nose since it gets clogged up and when I wake up in the morning my mouth is very dry (which in some cases people have dreams due to dry mouth - still don't know if this is your issue or not). For this I take nasal decongestants and it worked wonders for me since when I wake up in the mornings I don't have that dehydrated cotton mouth feeling. I can't really advise you to take with nasal decongestants since it could cause harm with the medications your taking now but look into it if that is a issue of yours.

To end this off, your medications (I'm assuming since your a diabetic) make you really dehydrated. Try to stay hydrated during the day and if matters still persist go to a doctor and have it evaluated.

Hope any of this helped!

I know that cetain medicines also cause it. Just be sure to keep you blood sugar under control.
