I'd say, people just have fetishes. I'm no Kinsey, but I'll take a stab in the dark and say that somewhere during the natural development and learning cycles, your brain makes associations with certain stimuli as being erotic. Over time, these stimuli can be reinforced.
In the frame of your question, these people happened to find beastiality erotic during some point, and I assume that over time this passing fetish becomes more imprinted (climax being associated with said stimulus will basically wire the brain to further associate it with sex, in this case, animals).

Uhhhmmm...why not? Why do you think humans feel the need to engage in beastiality? Why does it offend you?
Should sex be limited to only humans-on-humans? If so, why? If one derives pleasure from it, what's the hassle? An offspring won't be born between a human and non-human species.
