Question: I noticed when people shoot-up (with a needle) they draw the blood out first, and then push it back in with the drug. Why do they do that? Why is it necessary to draw blood first?

To make sure they are injecting directly into a vein. If you have missed the vein, drawing the plunger back won't draw blood into the syringe. An intra-muscular injection won't get them high and can cause allergic reactions. Just thinking about it gives me the heebie-jeebies.
I believe it makes them get high faster and to make sure everything works right
