Yes, there is such a thing as too big. Anything bigger than a C-D is pushing it.

One way is to exercise the chest muscles this won't increase size but may make them look perkier. Gaining weight would increase breast size especially if you are really skinny. Proper posture will also make the breasts more attractive.

For me breasts can be too big, especally if it causes back problems for the woman, but different men have different tastes regarding breast size, you likely won't get the same answer if you ask ten men.

It's all about your posture and your muscle strength. If you carry your torso correctly, with your shoulders neutral, they should be back enough to lift your chest. Your rhomboids (muscles that connect your shoulder blades to your spine) should be contracted always while you walk, not strong, but just enough to keep your chest up and out. Your jawline should stay horizontal, and the center of your ear should always be directly above the center of your shoulder.

Try that. Now try walking with your upper body in that position. Try "gliding", so that from the waist up, your body doesn't move while you are walking. Notice how holding your head like that will improve your breathing and help you have a calmer attitude. (Don't think "stuck up", think "in control").
