General surgeon would be quickest. In my area, and most communities, it can take 6 weeks to see a gastroenterologist.
A general surgeon can do the same procedure, banding, clipping, or excision, and usually you can get in within a week. Also if there was something else there, as in a fissure, they could take care of it also. Some Primary care physicians do the banding, but not many as doing these procedures would raise malpractice insurance.
