Question: I want to tone my belly and my arms but I don't want to lose my butt or my thighs. How can I do this without losing weight everywhere? Anytime I lose weight my chest shrinks, my butt, my thighs but my stomach and my arms still look flabby. What am I doing wrong??

You are who you are and you cannot change your basic body shape. Everyone deposits fat in a certain way, and you can't control where the fat is deposited or lost.

You will probably get the best results by combining your weight loss with muscle-toning or muscle-building exercises. There are all sorts of ways you could do this, so the best approach is one that you will actually stick with. For your arms and chest, you could buy a set of small weights (dumb bells) that are used in each hand, joint a health club, use an elastic exercise band, or anything else you can think of. For your thigh, butt, and tummy, sit ups, and straight-leg lifts do a very good job.
