Technically, any penetration of the genetalia would constitute having sexual relations and end the virgin status. That would include penetration by the tongue or fingers.
Most people would agree that rupturing the hymen would be the litmus test of penetration and virginity. Oral sex won't generally do that but I for one would certainly consider oral or digital stimulation to be a violation of chastity and a compromise of virginity. For guys, the stimulation toward ejaculation, no matter how it is accomplished, would constitute the same thing.

I'm sure technically they are. In my opinion once the penis goes in a vagina, that's losing the virginity, so oral sex doesn't count. But, that doesn't mean you are pure and oral sex breaks the spirit of abstinence pledges.
