Being high (on cannabis) makes repetitive things seem more enjoyable to it makes the repetitive actions of a work out less boring. Not only this but it is a natural pain killer and increases blood flow so can help you work out harder without feeling the strain so bad.
On other drugs it probably doesn't make much sense.

well if they are taking stimulant drugs then they are full of energy.
they hav low tolerance to pain/fatigue
they are really not themselves you cant feel sorry for a junkie they are wasting there life away
