Question: Does anyone know if a person has to be a citizen of the country which legalizes the euthanasia?

Can a foreign national come to the euthanasia-legal countries and perform it?

In other words, for example, does it only have to be a Dutch citizen, no foriegners, to perform euthanasia in the Netherlands?
