You don't die if you cut across your veins. It doesn't open up the vessels enough. Only cutting along them will open them up enough. You don't want to be doing that though. It's a nasty way to go and it would take a long time.

What. . .don't you mean vertically? Well anyways cutting horizontally or across will result in you cutting a vital vein which will lead to blood loss then death

You bleed more, which causes you to die. Simplest way to put it. It's just how you disrupt the vein.
