I know what you mean my friend, it is because your body is bouyant in water, you will actually appear to weigh less on a set of scales when underwater. Your leg becomes accustomed to the support offered by the water and so as you lift your leg out you will suddenly feel a lot more strain as you quickly have to lift the whole mass of your leg without that support.

In the water, your leg is supported by the buoyancy of the water itself. When this is suddenly taken away, the normal gravitational effect of your leg's weight comes into full force and it seems even heavier because of the change in medium from water to air. I have noticed this. It is also much easier to spring up out of a pool onto a ledge that is about 4 feet high than it is to pull oneself up onto a 4 foot ledge on land. The water gives you a boost.

It feels heavy because your leg, which loses about 70% of its weight due to the bouyancy of water, returns to the normal 1G when you stick it back out. The longer in the water, the greater the effect. Just a consequence of mundane Newtonian physics, no more, no less. Nothing unusual here to speak of. In fact, this fact of physics was first observed by none other than the Greek supergenius Archimedes, who used a similar principle [displacement] to determine whether a crown was solid gold or the goldsmith was a liar and cheater, like the cheap crap made in Hong Kong nowadays....
In fact, Archimedes was the first person on Earth to write a publication involving what we call now Hydrostatics! Groovy eh?

Water is denser than air, so when you are in water your body is buoyed up slightly and feels lighter than it normally would. Thus why you can float on top of water, but you can't fly.

When you remove your leg from your bath, your leg isn't being floated on the water anymore, so you have to work harder to hold it up. You feel the difference in resistance on your leg versus the rest of your body. So while it is really the rest of your body feeling lighter than normal, it can feel as if your leg is abnormally heavy.
