It is when they cut of the excess skin from the penis to form the head of the penis if left on there guys will have to roll back the extra skin to clean properly and if not they can give women infections

that is when they pull the skin back on the penis and whack it off. less infection and cleaner. it is done usually at birth. if a man isn't circumsized it is the funniest looking thing you ever saw

at birth men have a "skin sleeve" over ones penis. when still a baby a doctor will cut off the skin and make the penis look like a mushroom. it is not a necessity

Other times it is for religion.

barbaric practice. I see no reason in removing perfectly healthy tissue, unless for a real medical problem.
