Yes, It's called "huffing". In the late 80's and early 90's, it was a big thing. OMG, if you could see the effects after a teenager has done this for a while. It's sad. The problem with white out is it doesn't stop there. They will move up the ladder, to more fumous things. Spray paint fumes seems to be the chemical of choice for this purpose.
