I would go with b. Generally health information management is just that. You manage the information provided about people's health. You'll be dealing with information not patients so a is out. You definitely won't be diagnosing illnesses because the title is not Physician or Nurse Practitioner it's health information namagement technician. I doubt they would ask you to answer clinical questions since the job title includes the word technician. It sounds like database management of medical records.
i'm gonna go with D. but who knows.
