Why is the vein on the top of my foot sore to touch?!
Question: When you specifically stated "vein" then I'm assuming that it isn't just the top of your foot; it is something that is localized in one of the veins.

it might be that you have been wearing shoes to small or tight be carefully when tying your laces tight enough to keep shoes on not stop circulation in the foot
I also think it is the shoes or socks you are wearing.Think socks can fold as you put your foot in the shoe, and then put presser on the vein. Rub your feet when you take your shoes and socks off, to get the circulation going.
