That depends. In most cases if you are talking about answering medical questions as a practice of medicine then by law you must posess the proper credentilals as a medical doctor or vetrinarian.There are only two professions worldwide of which medical doctor is one of them because the practice of medicne is governed by the same oath. Anything else is a career or occupation no matter what you may think or how much a 'pro' one may be at a particular craft or job etc.
As far as answering questions for the purpose of answering questions nothing says we cant do that.
Now for the part that I think we must understand as far as yahoo answwers is concerned and the rest of any community worth its civility is that as long as you are answering within the scope of your knowledge and that knowledge is undaunted in its accuracy while complete in content and you are willing and able to "profess" a court of law of your personal scope of said knowledge then you are what we call the good samaritan and not a courtroom in the land will ostercize {not osterize} a good samaritan,.... as long as the intent and credibility are there[hint: credibility = credentials}

I agree with EPW . credentials are very important. Advice is great, if you know the individual personally, and trust in there knowlage that they have about what your asking them anyway.

I would be Leary about giving out medical advice to anyone you do not know. What if you told someone to take Tylenol Extra and they were alergic to it like me and they died?
