Well, while this won't help your legs at least it will help somehow.
Running is not all legs, breathing it's a big factor for runners. Learn to breathe. Breathing takes oxygen to your blood and lungs which gives you more energy to your muscles.
breathing techniques-
inhale for 3 seconds
hold it for 6 seconds
exhale for 9 seconds
do 3 or 4 sets, take 5 minutes breaks
after a while your lungs will expand - now able to take more oxygen - resulting on better oxygen-intake while you run.
once you master the technique increase the time of inhale, hold and exhale, 3-6-9 to 5-10-15, then 6-12-18 and so on.
Do 3 sets of this as soon as you wake up and you will feel better and more energetic. If this works for you while you watch TV. good for you.

Sorry, but this is funny. I was just reading about Americans and instant gratification... but that's not the point, on to your question: The best way to boost your leg strength is by lifting some weights at the gym and good old fashion running. But since you wanna have your cake and eat it too you could try some vertical jumps during the commercials or regular squats. Of course this is gonna be mediocre and you're not gonna see much improvement, but I guess its better then nothing. You could also buy a tredmill and place it infront of your TV. Have fun. Just remember this: if you wanna be a great chef you cook, if you wanna be a fierce boxer you box, if you wanna be a good driver you drive.
