need a bit more info, hard to make a diagnosis without seeing them, as they go away, best to take some photos so you can show her GP

how long has she had lumps coming and going for
does she have any medical conditions and on any medication
are there triggers ie things that bring it out , certain places food etc,
are there things make it go away

I too think that it it's some kind of an allergy. Pls drag her to the doctor as soon as u can. Good day!

thats got to be an allergic reaction, I would think

They sound like hives or urticaria. Not all hives itch although many do. They can come and go as you describe. It's probably worth a trip to her health care provider.

Doesn't sound too serious, but certainly it may be some reaction to something even stress for instance.
I am in the medical profession and quite often react to a patient's sweat and my arm might show some raised patches after lifting someone, but they go away quite quickly. Some sorts of plastic rarely does the same. But it's usually a little itchy though, so maybe it's mum's glands rather than skin reaction, .... but then again they would not come and go as you suggested.
Therefore I guess it is a skin reaction to something she doesnt like. There are so many things that people react to. Best of luck
