I believe what you are referring to is the longitudinal arch of the foot. Children usually start developing an arch by the fourth year of life. If by age four (five at the latest) a child has not developed an arch on their foot, it's safe to assume they're flat-footed and corrective measures ought to be taken. It's estimated one in ten kids never does develop an arch.

With our 3 little kids it was when they turned 4. I know because we took foot prints of each one on their birthdays until they were 10...I know ..I was a slightly compulsive mom...? anyway on the 4 year old footprint each had an arch in their little foot!
