if that does not work immediately get her to hospital and get it checked i dont know what else to say but when it comes to the kids they come first thats how i am with my nieces and nephews
thats the best answer i can give you take her to the hospital or the nearest emergency care unit

could be something to do with the cold wind anyway?
use some hand moisturiser or if that fails to work; go to the doctor x
