Question: so theres this freshman in highschool that posted pictures of her and sum friends at a hookah "resturaunt" first, what exactly is a hookah place? and what do they smoke out of it? so would this be illegal for her to be doing?

A hookah is a smoking device to smoke Shisha. Shisha is tobacco marinated with molasses and other stuff, and can only be consumed by persons over the age of 18.
There is Herbal Shisha and Herbal Bars, but a lot of local ordinances are being passed to make them 18 and over also.
If she's 18 it's all gravy, if not, fear the local tobacco-alcohol agency.

it doe shave tobacco in it, but there are some that is legal for teenagers,and its flavored.
A hookah bar would just be a lot of different flavors of tobacco that you smoke out of a hookah pipe-- one of those crazy looking things like the centipede has in alice in wonderland. I don't think there's an age limit on it, if there was it would just be 18, like cigarettes.
I wouldn't worry about it too much. It's not the healthiest thing to be doing, but occasionally it's not harmful.

A hookah place is usually a lounge where friends go to hang out and smoke flavored tobacco out of a hookah. It doesnt sound like she is old enough to be smoking tobacco. but some hooka lounges serve black label herbal shisha, which is a non-tobacco shisha, its pretty much like smoking flavored leaves.
