it feels funny because your blood that was compressed out is rushing back in and all of your baroreceptors are feeling sensation at the same time. This over stimulates your nerve plexus for "that" particular region.
your nerves were being compressed. it's like a garden hose, if it were tied in a knot, the water wouldn't go through it very well either.
bloodflow to your nerves has decreased. As your blood flows back into your limb the nerves start to "wake up" again.
If you restricted bloodflow to your arm for long enough your arm would die and eventually fall off.
